NTV PANORAMA: Rising kidnap rate causes concern

Across the country, Ugandans are witnessing an uptick in violent crime. The last annual police crime report, published ten months ago, highlighted a spike in violent crimes in 2017, compared to the year before. There is no word on the 2018 and 2019 reports, but going by recent media reports, ruthless cartels have followed a carefully planned routine to kidnap and demand a ransom from their victims.
